New results from Arecibo

The e-mail states: "Results are presented from a recent experiment at arecibo where we observed the complete ISR spectrum. The measurements show somewhat surprising effects of Landau damping on the ISR spectrum electron line (this is not a HF experiment but is still a novel effect relevant to fundamental ISR theory)".
